The coronavirus outbreak has created a complex situation around the world. With the World Health Organization declaring a global health emergency, many airlines cancelling flights and governments imposing travel resrictions, we felt we needed to conduct a careful review of prevailing and possible future conditions. Therefore, after thorough discussion, considering the gravity of the situation and the serious health risks involved, we have mutually agreed with our sister District 3482 in Taiwan to indefinitely postpone the proposed outbound Friendship Exchange, scheduled for 8-15 March 2020,
